The architecture accepts standards-based BCP‑47 language tags without pretending every provider is ready. Language, region, writing direction, exact source version, capability, validation level, and qualified reviewer are resolved before routing.

Machine-only release is prohibited

Legal, financial, medical, public-safety, or other consequential delivery requires professional or legal validation, back-translation, native review, a named review reference, and the owner’s exact release approval.

A provider must separately prove where project data is processed and stored, how long it is retained, how quickly it is deleted, whether subprocessors were reviewed, and that project data is excluded from model training.

No automatic clearance

A region-qualified provider still cannot receive data, money, files, or instructions until a separately versioned policy screens the exact counterparty and destination. Potential matches, unknown export classification, stale evidence, or incomplete ownership review stop the action for independent review.
